Animal Care Services Plan outlines priorities and future programs

City of San Antonio Animal Care Services Department   


SAN ANTONIO (January 16, 2024) – With a vision of changing the culture of pet ownership in San Antonio, San Antonio Animal Care Services has launched its Animal Care Services Strategic Plan. The City-sanctioned plan will guide the department’s support of core priorities that balance animal care and control. Available online now at SAACS.info/StrategicPlan, the plan acts as a departmental guiding document and includes five focus areas:

  • support a safe community for people in their neighborhoods,
  • protect the safety and humane treatment of pets,
  • support the placement of pets for life,
  • foster positive perceptions with the community,
  • and empower a healthy and thriving workforce.

Each strategic target includes sub-priorities and tactics for success; all working synergistically to support humane animal welfare in San Antonio.

The comprehensive forty-four-page document was developed over a period of 18 months following a public survey, stakeholder meetings, and focus groups as well as industry best practice research.
