San Antonio ranked #1 among the top Complete Streets Policies

SAN ANTONIO (June 27, 2025) – San Antonio’s Complete Streets Policy has been ranked the #1 best Complete Streets policy in the nation, based on a new report from Smart Growth America and the National Complete Streets Coalition. The Best Complete Streets Policies 2025 Report evaluates policies adopted in 2023 and 2024 using the Complete Streets Policy Framework, a national model of best practices for crafting policies that can be implemented in communities of all sizes and contexts.

San Antonio adopted its Complete Streets policy in 2024 and is currently developing a toolkit for planning, designing, and implementing Complete Streets projects. 

“San Antonio is excited to be recognized for its work to create safer streets that help those who are our most vulnerable road users,” Catherine “Cat” Hernandez, Director of the Transportation Department, said. “The toolkit will be something that public agencies and developers can refer to when considering how to create a safer street that handles various modes of transportation— from bus transit to pedestrians, to bike riders and drivers.”

The Best Complete Streets Policies Report 2025 evaluates and ranks the 43 new Complete Streets policies passed across the country in 2023 and 2024. In the report, San Antonio’s policy received a score of 96 out of 100 points, seven points higher than its closest competitor.

Complete Streets is an approach to planning, designing, building, and maintaining streets that enables safe access for everyone, including pedestrians, bicyclists, motorists, and transit riders of all ages and abilities. This approach prioritizes the needs of people who have historically been left out of transportation decision-making and shifts away from a status quo that emphasizes vehicle speed over safety and accessibility.

“Complete Streets policies matter in every community because they’re designed to meet the specific needs of that place,” said Heidi Simon, Director of Thriving Communities at Smart Growth America. “The strongest policies make it safer and easier for people to get where they need to go—whether they’re walking, driving, biking, or taking transit. We applaud San Antonio’s commitment to a policy that’s poised to deliver real, on-the-ground improvements for the people who live there.”
