San Antonio, Le Chesnay-Rocquencourt mayors sign cooperation MOU

SAN ANTONIO (June 17, 2025) — San Antonio Mayor Ron Nirenberg and Mayor Richard Delepierre of Le Chesnay-Rocquencourt, France signed a Memorandum of Understanding last weekend, recognizing the importance of exchange and cooperation.

Le Chesnay-Rocquencourt is San Antonio Spurs star Victor Wembanyama’s hometown.

The MOU launched the exploration of exchange and collaboration opportunities between the cities in areas of mutual interest. The areas of exploration will include sports diplomacy, cultural exchange, and youth engagement.

“While we are thousands of kilometers apart, we are here to celebrate the spirit of building a community that diminishes distance and transcends borders to bring us closer together,” Mayor Nirenberg said during the virtual MOU signing ceremony on June 14. “The world is strengthened by such bilateral relationships, and I believe it is through conversations like the one we are having today that we can help positively contribute to the larger bilateral connections and rise to the task of stemming the tensions and destabilizing forces that we continue to encounter in the global environment.”

The mayors signed the agreement during the June 14 virtual ceremony, which was observed by representatives of the San Antonio Spurs Sports & Entertainment, Alliance Française of San Antonio, Students of Service, and Felix Wembayama, Victor’s father.

Jean-Noel Barrot, the French Minister for European and Foreign Affairs, and Michael Turner, representing the U.S. Embassy in Paris, joined the ceremony and provided remarks in addition to the two mayors.

The MOU was one of several international relationship actions by Mayor Nirenberg during his tenure as Mayor of San Antonio. Others include Sister City Agreements with Darmstadt, Germany; Baguio City, Philippines; Queretaro, Mexico; and Lanzarote, Spain as well as Friendship City Agreements with Amman, Jordan; Mexico City, Mexico; and Quebec City, Canada.

Relationships forged through the Sister Cities International program, founded by President Dwight D. Eisenhower, foster citizen-to-citizen connections, and play a role in economic development efforts in addition to enhancing mutual understanding through educational and cultural interplay.
