SAN ANTONIO (September 11, 2025) – On September 11, the San Antonio City Council approved changes to Chapter 5 of the City Code related to animal abandonment and release within city limits. These changes were made to support better enforcement and expand protections for all animals in San Antonio. The ordinance revision goes into effect in 10 days.
Violators of the new ordinance face citations with fines ranging from $500 to $2,000 with higher penalties for repeat offenses. Under State law, animal abandonment can already be prosecuted as a Class A misdemeanor or even a felony
The new ordinance does not apply to those individuals, groups or businesses legally acting within the scope of existing state or city laws. Examples of this include trap-neuter-release for community cats or humane nuisance abatement by licensed companies.
San Antonio Animal Care Services urges all residents who can no longer care for their pets to seek help rather than abandon their companion animals. Individuals are encouraged to reach out to family, friends, local shelters and rescues for support.
