Mayor Gina Ortiz Jones names Dr. Jenise Carroll as her Chief of Staff

SAN ANTONIO (July 7, 2025) – Today, San Antonio Mayor Gina Ortiz Jones named Dr. Jenise M. Carroll as her Chief of Staff. 

“Dr. Carroll brings a wealth of executive leadership experience, both in and out of uniform, and I know she will well serve San Antonio as my Chief of Staff,” said Mayor Jones.

Carroll brings more than 30 years of executive leadership experience to the position, most recently having served as a member of the Senior Executive Service with the Federal Bureau of Investigation, overseeing strategic personnel management initiatives. Carroll proudly served in the U.S. Air Force and retired as a Colonel. She commanded at several levels, notably Wing Commander at Hill AFB, the second-largest base in the U.S. Air Force by population and size. Following her assignment at U.S. Embassy-Iraq, where she led defense institution building across international and U.S. Interagency partners, Carroll served as the Director of Legislative Affairs for the Commander of U.S. Central Command, leading their Congressional engagements. Carroll holds a Doctor of Philosophy in Business Administration from Trident University International, a Master of Science in National Security Strategy from National Defense University, a Master of Business Administration from Troy State University, and a Bachelor of Science in Business Administration from the University of Southern Colorado. A Texas native, Dr. Carroll is excited about returning to and serving San Antonio.
