Greenline North Apartments Open with Affordable Housing, Public Access to Civic Park


SAN ANTONIO (January 13, 2023) – The City of San Antonio, Franklin Development and the San Antonio Housing Trust celebrate the grand opening of Greenline North, a new mixed-income apartment complex offering affordable housing options paired with a community civic park, giving the surrounding communities public access to greenway trails, a playground, splashpad and puppy park.
 
Greenline North is supported by the 2017-2022 Neighborhood Improvements Bond, which voters approved in 2017 to authorize the City of San Antonio to issue $20 million in bonds to acquire and redevelop properties within 12 council-approved Improvement Areas as affordable housing.
 
“Greenline North is an example of reviving existing spaces into purposeful projects to fill the affordable housing gaps,” said Veronica Garcia, the director of the City of San Antonio’s Neighborhood and Housing Services department. “San Antonio voters supported affordable housing to make our city and economy stronger.”
 
The City-owned site, which once served as the repair and maintenance shop for stormwater and solid waste vehicles, will now provide rental housing to 292 families.

 
“The Greenline North will provide over 500 new affordable multi-family units to address our housing need in the southside. As envisioned by many, this area has become a growing economic regional center for new development,” said Council Member Phyllis Viagran representing City Council District 3. “Being able to assure families are able to stay and enjoy is important to many of us.”
 
The project is one of the first projects in the city to use income averaging, which allowed for 34 units to be rented to families earning at or below 30% of the Area Median Income (AMI), 9 units at 40% AMI, 9 units at 50% AMI, 141 units at 60% AMI, and the remaining units at 70-80% AMI to help keep more than half of the rental units affordable while funding the project.
 
In addition to the civic park, the rental complex features a community pool, business center, fitness center and laundry facilities. The two- and three-bedroom, family-sized units will have high-speed Internet access, in-unit washer and dryers and energy-efficient appliances.
 
“Over the past decade, Franklin Development has developed more than 5,000 multi-family units, including nearly 4,000 workforce and nearly 1,000 senior housing units,” said Ryan Wilson, Franklin Companies Senior Partner. “Now we are adding the park to our portfolio of superior housing options for San Antonio families.”
 
To date, City Council has approved four developments equating to 580 new multi-family affordable housing units, leveraging more than $89 million dollars in state and private investment as part of the 2017 Neighborhood Improvements Bond Program.
