Governance Committee Advances D7 Plan To Track City’s Local Spending

SAN ANTONIO (April 15, 2026) – Today, the City of San Antonio’s Governance Committee advanced a Council Consideration Request (CCR) led by District 7 Councilmember Marina Alderete Gavito to establish standardized reporting to determine how much City funds are spent with local businesses.
Alderete Gavito stated, “We talk a lot about supporting San Antonio businesses, but today we don’t have a clear picture of what share of city dollars are actually being spent with local businesses.
“That’s the gap this proposal is meant to address. Before we set new goals or expand programs, we need the full picture.
“At the end of the day, better data leads to better decisions and ensures we’re thinking ‘Iocal first’ as a City.”
The proposal calls for consistent tracking and reporting across all City departments to measure both the percentage and total amount of spending directed toward local businesses, including contracts, subcontracts, grants, and other funding mechanisms.
In addition to improving transparency, the reporting framework aims to establish a clear definition of what qualifies as “local” and calls for regular updates to City Council.
The District 7 Office’s request also outlines the use of this data to identify gaps in local services and guide workforce development efforts, helping better position San Antonio businesses to compete for City contracts.
The item has been referred to the Economic and Workforce Development Committee (EWDC) for further review and implementation.
