D9 Councilwoman: Election Changes Must Boost Turnout and Save Costs

District 9 Councilwoman Believes Election Change Consideration Should Prioritize Maximum Turnout and True Cost Savings
SAN ANTONIO (December 10, 2025) — Mayor Gina Ortiz Jones has announced support for changing San Antonio’s municipal election schedule, proposing a shift from May elections to November elections in odd-numbered years.
San Antonio currently conducts municipal elections in May of odd-numbered years, which require the City to independently fund election administration. Moving elections to November of odd-numbered years would not align with statewide or federal contests and would continue to result in stand-alone City elections.
Against that backdrop, Councilmember Misty Spears issued the following statement:
“Voter participation is historically highest during November elections in even-numbered years, when federal and state races are on the ballot. Cities that align municipal elections with even-year November cycles often see increased turnout and administrative efficiencies through consolidated elections.
“I appreciate and respect the Mayor’s desire to improve San Antonio’s election system, and fully agree that increasing voter turnout and reducing costs should be our top priorities. However, I do not believe the proposed move from May to November of odd-numbered years goes far enough to accomplish those goals.
“If we are serious about improving turnout and achieving real cost savings, the most effective approach is to shift municipal elections to November of even-numbered years, when federal and state races already drive the highest levels of voter participation.
“If we are going to make a change, we need to do it right. Aligning with even-year November elections is the only way to truly maximize both turnout and cost efficiency. Moving elections to odd-year November, while sounding like a compromise, still results in a stand-alone election that does not deliver the turnout or the savings San Antonians deserve.
“Even-year November elections are a proven model for maximizing voter participation, strengthening civic engagement, and ensuring our City elections reflect the broadest possible input from residents. Aligning with the federal and state election cycle also offers the greatest opportunity for long-term operational efficiencies.
“Election reform truly benefits voters and works only when it is done with purpose. Even-year November elections are the option that makes the most sense for San Antonio financially, operationally, and democratically.”
