District 9 Councilwoman Appointed to Serve on National League of Cities Energy, Environment and Natural Resources Committee

SAN ANTONIO (January 29, 2026) – Misty Spears, San Antonio City Councilwoman for District 9, has been appointed to the National League of Cities (NLC) 2026 Energy, Environment and Natural Resources (EENR) Federal Advocacy Committee. The Councilwoman was elected to a one-year term and will provide strategic direction and guidance for NLC’s federal advocacy agenda and policy priorities on community resilience, water infrastructure, solid waste management, energy reliability and more. The appointment was announced by NLC President Kevin Kramer, Councilmember from Louisville, Kentucky.

“San Antonio is growing rapidly, and that growth brings real challenges around water security and energy reliability,” the District 9 Councilwoman said. “Serving on this committee ensures our city has a seat at the table as federal policies are shaped, so local priorities like infrastructure investment are reflected in national decisions that directly impact our residents.”

As a member of NLC’s EENR Committee, the Councilwoman will play a key role in shaping NLC’s policy positions and advocate on behalf of America’s cities, towns and villages before Congress, with the administration and at home in San Antonio, TX.

“The National League of Cities’ federal advocacy committees are the voice of America’s 19,000 cities, towns and villages to leaders in Washington,” said National League of Cities President Kevin Kramer, Councilmember, Louisville, Kentucky. “I am thrilled to work with Councilwoman Spears and look forward to supporting her goals and ideas through serving on the Energy, Environment and Natural Resources Committee this year, helping to strengthen the partnership between local and federal leaders.”

The 2026 EENR Committee will be led by Chair Jan Kulmann, Mayor of Thornton, Colorado; Vice Chair Abbie Kamin, Councilmember from Houston, Texas; and Vice Chair Elise Partin, Mayor of Cayce, South Carolina.
