SAN ANTONIO (October 8, 2026) – Councilmember Ric Galvan votes yes on the San Antonio Water System request for $3 billion in system improvements while citing demands for transparency, responsiveness, and accountability.
The Councilmember stated, “Access to safe, reliable drinking water is non-negotiable and one of our the most important responsibilities to public health. District 6 alone accounts for nearly all data centers in San Antonio. Since March, I have consistently emphasized the need for SAWS to expand recycled water infrastructure, evaluate impact fees, and assess future rate structures related to data centers. As data centers continue to develop in San Antonio, residents deserve to know what policies, investments, and timelines SAWS is pursuing to ensure growth does not come at the expense of long-term water security.
“It is important that when working families are asked to pay more, they see measurable improvements in service, accountability, and responsiveness. There is still much work to be done. I look forward to holding SAWS accountable to these commitments and ensuring that every dollar invested results in meaningful benefits for our community."
The vote to increase SAWS rates passed with an 8-3 vote, with an amendment to lower the ceiling for the tax rate in 2029 from 7.0% to 6.8% and in 2030 from 6.6% to 6.2%.
