District 6 Councilman Supports Ordinance to Protect Families and Pets

SAN ANTONIO (September 11, 2025) — Today, District 6 Councilmember Ric Galvan voted in favor of the passage of the Abandonment Ordinance amending Chapter 5 of the City Code. This ordinance strengthens penalties and accountability for those who abandon animals, while also reinforcing the City’s commitment to responsible pet ownership.

“District 6 consistently sees one of the highest numbers of loose and roaming pets in the city,” said Councilman Galvan. “While some animals are truly abandoned, research from Animal Care Services’ Fiscal Year 2019 Unrestrained Dog Population Study shows that about 87% of roaming dogs are actually owned. The goal is simple: to support residents in keeping their neighborhoods safe and ensuring that animals are not roaming the streets.”

The Councilmember emphasized that stronger fines are a necessary deterrent to those considering abandoning their pets, and also stressed that enforcement must be paired with education and resources.

“Higher fines may get someone’s attention before they decide to dump an animal,” the Councilmember said. “But my priority is also making sure residents know that help is available. Our office and Animal Care Services can connect families to resources, whether it’s spay and neuter services, microchipping, or other forms of support. Owning a pet is a lifelong commitment, and we want to encourage responsible decisions from the very beginning.”
