District 5 Councilmember’s Statement on Today’s Special Session

Resident committee will help guide Community Benefits Agreement for Spurs Arena.
SAN ANTONIO (August 6, 2026) – Today, the San Antonio City Council approved a resolution creating a District Community Advisory Committee (DCAC) for the proposed Downtown Sports and Entertainment District. This action was requested via a three-signature memo signed by District 5 Councilmember Teri Castillo and her colleagues from Districts 1 and 7 in order to give the public an active role in determining what activities the $75 million Community Benefits Agreement with Spurs Sports & Entertainment will be used towards and identifying additional community benefits within the other definitive agreements.
“While there is still much to be determined with the Sports and Entertainment District, it is now certain that our residents will have an active and ongoing role in ensuring there is meaningful public engagement, transparency, and that this project benefits our community,” said Councilmember Teri Castillo. “Community-negotiated Benefits Agreements are critical to providing a return on the public’s investment of their dollars, like affordable housing, living wages for workers, and support for local artists.”
The DCAC will be comprised of thirty-three individuals appointed by the City Council who represent diverse community voices, including artists, labor, small businesses, and neighborhood organizations. They will meet publicly and gather community input, develop recommendations, and provide regular reports to City Council throughout the planning, design, construction, and implementation of the project.
“The District Community Advisory Committee was carefully constructed to provide maximum participation and representation by various community stakeholders from around the city,” said Councilmember Teri Castillo. “Community is now driving the conversation, and I look forward to their guidance as we develop a strong, enforceable Community Benefits Agreement that works for our residents.”
The committee will meet at least once a month and provide reports and updates to the City Council every six months. Their first report will be submitted to City Council by December 2026.
