District 4 Councilmember Shares Optimism About Code Enforcement Strategic Plan Adoption


SAN ANTONIO (March 5, 2026) – The residents of District 4 have continuously expressed code enforcement as a top priority in past community budget priorities surveys. Several constituents have shared concerns about the timeliness and communication regarding the cases they report. The adoption of the Strategic Plan for Code Enforcement is the culmination of a policy proposal Councilman Mungia helped craft while working in District 4 prior to the start of his term in office.

Working closely with constituents and code enforcement officers, the District 4 team has seen firsthand how clear and direct lines of communication and nonpunitive enforcement measures help residents better understand the code enforcement process and compliance. Through improvements to the communications systems and more effective education materials, residents will hopefully receive more streamlined information and updates on cases they report using the 311 system. The District 4 team is committed to aiding residents in crisis, connecting them with resources and holding negligent property owners accountable.

“After several months of City Council discussion and extensive community engagement, we now have a plan we can use to guide the work of code enforcement utilizing metrics and direct feedback from residents,” stated the District 4 Councilmember. “We need to ensure we are responsive to the needs of residents who report code issues expecting resolutions and timely updates, especially as we continue discussing potential operational and staffing enhancements with budget implications.”

More than 35 District 4 residents joined a community listening session at Johnston Branch Library to provide input on the development of this strategic plan. There were approximately 266 participants who attended a total of 11 community listening sessions across the city. Through this effort, residents were able to stress the importance of communication and the need for a comprehensive review of the roles and expectations of the code enforcement division.

The District 4 team will continue to gather input from residents regarding the implementation of the strategic plan and ensure the hardship referral process is accessible to residents in need of extra assistance. Through coordination and collaboration with the code enforcement team working in District 4, the Council office hopes to see gradual improvements in the experiences of residents reporting code issues in their neighborhoods.
