District 3 Councilmember in Favor of Downtown District

SAN ANTONIO (August 21, 2025) – Today, Councilmember Viagran supported the proposed partnership with the San Antonio Spurs, in collaboration with Bexar County.
“This decision could transform downtown and strengthen the local economy without burdening local taxpayers or diverting resources from City services,” the District 3 Councilmember said.
“This is a once-in-a-generation opportunity and by joining forces with the Spurs and Bexar County, it is an opportunity to leverage newly available State of Texas funds from out-of-town visitors. We have a real chance to reimagine the heart of downtown San Antonio. The proposal includes a non-binding agreement that requires voter approval before advancing, and it is backed by full cooperation from the Spurs and the County.
"As someone who grew up hearing my mother’s stories of Hemisfair in 1968, I know how rare moments like these are. Now we have the opportunity to leave a legacy of progress for future generations.
“Key details about the project’s funding structure, economic impact, and community benefits are now available, though recent changes in state funding policies have led to some confusion. Here's what the proposal entails:
- $311 million allocated by Bexar County for the arena (pending voter approval).
- $500 million committed by the Spurs for arena construction.
- An additional $500 million committed by the Spurs to surrounding development in initial phases, with over $1.4 billion in private investment anticipated at full build-out.
- All cost overruns on arena construction will be covered by the Spurs (Not Taxpayers)
“Critically, the Spurs have agreed to cover all cost overruns on the arena. Taking on the responsibility and risk to ensure the project moves forward with efficiency and fiscal responsibility. If costs exceed estimates, the Spurs have committed to covering the difference. This will not fall on the City, County, or taxpayers.
“As Councilmembers, we have a duty to ensure the community incentives offered by the Spurs are allocated inclusively and equitably. This process is just beginning, and our residents will continue to hold us accountable.
“San Antonio is facing financial challenges, and it cannot be expected for private business, despite over 50 years of civic commitment, to solve them all. We must continue progress on housing, infrastructure, and public safety. While acknowledging that this project plays a unique and important role in supporting economic growth. This is the thoughtful and democratic next step.
“The Spurs are the anchor. As San Antonio’s World Champion team, their legacy of excellence strengthens our culture, economy, and credibility. Our partnership ensures the team remains in San Antonio for generations.
“While skepticism is fair, the Spurs aren’t just making promises, they’re offering guarantees, including investment in development and coverage of cost overruns, to protect public funds.
“As a former employee of Visit San Antonio, I have seen progress in building a downtown that reflects the city’s potential. Yet, vacant land still brings no tax revenue, and local businesses struggle. This project offers a real solution. Without the Spurs, the site stays idle but with them, it becomes a vibrant, mixed-use district that supports jobs, equity, and long-term investment.
“Ultimately, the people should decide. Allocating clear dollar amounts from the Project Finance Zone and allowing the voters of Bexar County and San Antonio to determine the future of this project. This is not just the responsible path forward. It is the democratic one. The city cannot afford to risk this opportunity by not moving forward.”
