District 3 Councilmember Honored as Outstanding Government Official


SAN ANTONIO (November 6, 2025) — San Antonio City Councilmember Phyllis Viagran was recognized this week at the 22nd Annual Texas Energy Summit at the State Capitol. The Outstanding Government Official Award was honored for the leadership in advancing energy resilience, collaboration, and sustainability across San Antonio communities.The Texas Energy Summit brings together leaders from government, industry, and academia to discuss the state’s energy future. The District 3 Councilmember was celebrated for the commitment to “leading with conversation” by bringing together diverse stakeholders to address the challenges and opportunities in San Antonio.

“This award reflects the power of partnership,” said the Councilmember. “When the local governments, private/public industries, and communities work together, we create real progress. San Antonio thrives when we diversify how we produce and use energy, ensuring that every San Antonian benefits from a more resilient future.

“The work in San Antonio has helped highlight the deep connections between energy, water, health, and education, emphasizing that sustainability is part of a broader ecosystem that shapes our community.
