SAN ANTONIO (April 13, 2026) — Councilmember McKee-Rodriguez has filed a Council Consideration Request (CCR) to strengthen the City’s efforts to protect vulnerable residents from discrimination and violence. Working closely with local advocates, including former interim District 2 Councilmember Leo Castillo-Anguiano, the District 2 office developed the Looking Out for Vulnerable Impacted Neighbors (LOVIN) policy proposal to ensure access to public restrooms, protect personal public health information, encourage single-user restrooms, and ensure access and accuracy of personal identification.

Councilmember McKee-Rodriguez stated, “Hateful rhetoric and legislation fueled by radical, right-wing attacks, particularly those against the most vulnerable in our community, is incredibly harmful. In the classroom, I saw firsthand the impact these attacks had on my students and their families. The reality is that this is a matter of life and death, and we have a responsibility as a city to demonstrate our commitment to the dignity, safety, and well-being of all of our residents, particularly the most marginalized.”

Sofia Sepulveda, Field Director of Equality Texas stated, “This policy proposal marks the first step to make San Antonio a safe city for all marginalized folks to prosper and to exist in our city without fear of arrest, harassment or violence. From immigrants to houseless, to queer folks, we all deserve to live without fear, and I thank every supportive Councilmember for ensuring San Antonio continues to be a beacon of hope in a state of fear.”

The CCR was filed with supporting signatures from Councilmembers Sukh Kaur (District 1), Phyllis Viagran (District 3), Edward Mungia (District 4), and Teri Castillo (District 5). The next step in the process is a hearing of a staff recommendation at the next available Governance Committee meeting, at a date yet to be determined.
