District 2 Office Files Request Addressing Homeless Community

SAN ANTONIO (September 24, 2025) — San Antonio has experienced an increase in houseless residents. The most recent Point-in-Time (PIT) Count reveals that the number of individuals experiencing homelessness (both sheltered and unsheltered) increased by 7.5% from 2024 to 2025, following a 6.9% increase from 2023 to 2024. 

Today, District 2 Interim Councilmember Leo Castillo-Anguiano submitted a City Council Request (CCR) that will, if approved by the Council, provide resources to assess the current homeless services for effectiveness and proposes two new programs to help address chronically houseless individuals. 

“As someone who is deeply committed to supporting our houseless neighbors, I believe San Antonio’s response must be rooted in dignity, prevention, and partnership. This CCR asks staff to explore the feasibility of practical, community-centered strategies that remove unnecessary barriers and expand immediate housing options, create pathways to stable employment, and use data to guide where public dollars will do the most good. It also requests a thorough review of outcomes so that every dollar is judged by how many people, including children and those who are chronically houseless, are sheltered, stabilized, or kept housed,” said the Interim Councilmember.

The CCR was filed on Wednesday, September 24, 2025, with supporting signatures from Councilmembers Edward Mungia (District 4), Teri Castillo (District 5), Ric Galvan (District 6), and Marina Alderete-Gavito (District 7). The next step in the process is a hearing of a staff recommendation at the next available Governance Committee meeting at a date to be determined.
