District 2 Office Files Four Council Consideration Requests to Strengthen Communities and Address Critical Needs


SAN ANTONIO (February 6, 2024) — District 2 Councilmember Jalen McKee-Rodriguez has taken steps to address food access and security, affordable housing, neighborhood revitalization and blight reduction, and public safety by filing a comprehensive suite of Council Consideration Requests (CCRs).

“These four CCRs work together to tackle long-standing challenges in our community,” shared the Councilmember. “By increasing food access, revitalizing vacant properties, supporting affordable housing, and strengthening emergency services, we are building a stronger and more sustainable future for San Antonio.”

The four CCRs introduced by the District 2 Office are interconnected efforts to create healthier, more resilient communities:

  • Grocery Store Incubator Program – A targeted effort to combat food deserts by supporting small and local grocers in areas of high need, ensuring access to fresh and affordable food. This request was signed by Councilmembers Sukh Kaur (D1), Phyllis Viagran (D3), Melissa Cabello Havrda (D6) and John Courage (D9). 

  • Faith-Based Land for Community Benefit Initiative – A strategy to repurpose underutilized land by partnering with faith-based organizations to develop affordable housing, childcare centers, and other essential community services. This request was signed by Councilmembers Phyllis Viagran (D3), Melissa Cabello Havrda (D6), John Courage (D9), and Marc Whyte (D10).

  • Vacant Property Revitalization Program – A revitalization initiative to transform vacant and blighted properties into viable community assets, with a focus on increasing affordable housing. This request was signed by Councilmembers Adriana Rocha Garcia (D4), Melissa Cabello Havrda (D6), Marina Alderete Gavito (D7), and Marc Whyte (D10).

  • San Antonio Fire Department Needs Assessment – A long-term planning effort to prepare SAFD for the next fifteen years by evaluating infrastructure, staffing, and resource needs to ensure top-tier emergency response services. This request was signed by Councilmembers Sukh Kaur (D1), Melissa Cabello Havrda (D6), Marina Alderete Gavito (D7), and Marc Whyte (D10).

These initiatives reflect District 2’s commitment to fostering a just and sustainable future for all San Antonians. As the CCRs progress through the legislative process, community engagement and feedback are encouraged to further shape these critical policies. The next step in the process is presenting a staff recommendation at the next available Governance Committee meeting at a date to be determined.
