District 10 Councilmember Celebrates Hybrid Zero-Based Budgeting Model and Taxpayer Impact Statement
SAN ANTONIO (February 18, 2026) – During today’s B Session, City Council received a briefing on the FY 2026 Three Plus Nine (3+9) Budget and Finance Report and a Taxpayer Impact Statement.
Councilmember Whyte emphasized the importance of the City providing a Taxpayer Impact Statement, and its effect on the relationship with the public, stating, “Affordability is one of the biggest challenges facing working families today. Residents deserve to know exactly how budget decisions affect them in plain terms.”
The District 10 Councilmember also noted the importance of having both a Hybrid Zero-Based Budgeting Model and Taxpayer Impact Statement, citing both as core initiatives upon being elected to his first Council term in 2023. “My goal with a Taxpayer Impact Statement has been to strengthen accountability, transparency, and public trust. Combined with the new Hybrid Zero-Based Budgeting Model, residents can be sure that we are attempting to handle their dollars responsibly and with a more disciplined, results-driven budgeting process.”
