District 1 Councilmember Proposes Establishment of Committee Dedicated to Community Benefits Agreement
SAN ANTONIO (December 11, 2025) – Councilmember Sukh Kaur announced Wednesday, December 10, the submission of a Council Consideration Request (CCR) proposing the establishment of a Community Benefits Agreement Oversight Commission (CBAOC). The item is being requested for discussion at the earliest available meeting of the Governance Committee.
The proposed commission would provide community-centered oversight of the Community Benefits Agreement (CBA) tied to San Antonio’s forthcoming Sports and Entertainment District development. The San Antonio City Council approved a nonbinding term sheet on August 21, 2025, outlining a CBA valued at $2.5 million annually, totaling $75 million over the initial term of the lease.
With the passage of Proposition B in November and the City now preparing to finalize an arena deal, Councilmember Kaur emphasized that sustained community participation is essential to the project’s long-term success.
“Moving forward, our community expects a stronger voice in shaping the benefits this development will deliver,” she said. “This commission ensures that the people most impacted by the project have meaningful, ongoing oversight of how these funds are invested back into our neighborhoods.”
Under the CCR, appointments to the CBAOC would reflect a diverse cross-section of community stakeholders. Recommended categories for appointments to be made by Mayor Jones and councilmembers include:
- Downtown and Eastside neighborhood organizations
- Housing and transportation advocacy groups
- Labor and hospitality sectors
Additional members would include representatives from SAISD and Bexar County, with advisory participation from the City Manager’s Office, Bexar County staff, and Spurs Sports & Entertainment.
The Commission, which will elect its own Chair, would work closely with community engagement organizations to conduct focus groups, host public forums, and establish CBA priorities for City Council before the lease begins. It would provide annual recommendations on CBA spending, issue yearly public status reports, and monitor the allocation of funds to ensure they reflect community needs. The commission will dissolve once all CBA funds have been fully allocated.
