District 1 Councilmember Discusses Missing Middle Housing Council Consideration Request with Governance Committee


SAN ANTONIO (February 20, 2026) – District 1 Councilwoman Dr. Sukh Kaur spoke in favor of her Missing Middle Housing Council Consideration Request (CCR) at the Governance Committee during its February 18 meeting, advocating to create a program to support the development and incentives to address housing in the city.

The proposed program would incentivize the development of Missing Middle Housing by engaging the City’s Neighborhood and Housing Services, Development Services, and Planning departments. These departments would identify suitable land parcels, provide permit-ready plans to developers, and identify financial assistance to reduce development costs, at scaled levels based on affordability. 

“As a result of the shortage of large developable parcels in the urban core, we must expand affordable housing through smaller complexes that fit the character of our neighborhoods while still allowing for meaningful density,” the District 1 Councilmember said.

“The CCR filed January 27 explains that San Antonio is experiencing a shortage of affordable units as well as limited availability of smaller multi-unit housing options, the latter being an affordable option for working families that will drive enrollment to inner-city schools experiencing decreasing enrollment. It also explains the challenges of the Missing Middle Housing market, including development costs and zoning and permitting hurdles.

“I am proud to have brought this proposal forward and look forward to continuing the work of making San Antonio more affordable as this policy moves through committee.”

The Governance Committee voted to move this proposal forward for review and present findings to the Planning and Community Development Committee later this year.
