District 1 Applauds Increase of Low-Income Housing Tax Credit Thresholds to Advance Affordable Housing Priorities
SAN ANTONIO (November 7, 2025) – During the November 6 meeting, the San Antonio City Council approved updates to the City’s Low-Income Housing Tax Credit (LIHTC) Resolution policy to better align with the goals of the City’s Strategic Housing Implementation Plan (SHIP).
Low-Income Housing Tax Credits are awarded by the state to help fund affordable housing. The state requires projects seeking credits to get a resolution from the municipality where they seek to build. The Neighborhood and Housing Services Department (NHSD) convened a strong group of advisors over several weeks to update the scoring rubric to ensure continued alignment with the City’s priorities. Updates include increasing scoring for deeper affordability and the use of project-based vouchers, adding points for providing high-quality Pre-K programs, participation in Ready to Work, adding points for proximity to transit, and awarding points for community letters of support.
In addition to the recommended updates, Councilmember Kaur issued an amendment to increase the point threshold required for Resolutions of Support from 75 to 80.
While the revised rubric better reflects local priorities, the higher threshold encourages applicants to more intentionally strengthen their proposals in areas that advance community benefit, like deep affordability and resident services.
“The biggest SHIP goal that we are missing as a City is our 30% AMI Units,” said Councilmember Kaur. “These changes to the rubric will incentivize projects that help our most vulnerable residents, and our amendment will ensure that we are sending quality affordable housing developments to the state.”
