SAN ANTONIO (October 29, 2026) —Councilwoman Misty Spears expressed opposition to City Council’s decision to require Council approval through a Specific Use Authorization for new data centers, warning that the additional approval process could discourage investment and undermine San Antonio’s competitiveness.

“San Antonio should welcome responsible investment with clear, consistent rules that businesses can rely on,” Spears said. “Requiring another Council vote creates uncertainty, even for companies willing to meet our development standards. These companies have choices, and unnecessary uncertainty can send investment, construction jobs and tax revenue elsewhere.”

“I supported the more balanced approach recommended by the Zoning Commission, which combined development standards with a predictable approval path in heavier industrial districts.

“The Zoning Commission recommended responsible, common-sense regulations that addressed community concerns while giving businesses clear requirements. Companies should know what is expected before investing significant time and money. Uniform standards provide that certainty.

“Data centers support businesses, hospitals, financial institutions, military operations and cybersecurity while creating opportunities for local contractors and expanding the commercial tax base.”

The District 9 Councilwoman also urged the City to evaluate water consumption based on each facility’s cooling technology and actual resource demands.

“We should protect our water, address neighborhood concerns and ensure companies fund the infrastructure their projects require,” the District 9 Councilwoman said. “Those goals can be achieved through practical, enforceable standards that encourage responsible growth. San Antonio’s future depends on attracting investment and innovation. We need rules that protect our community and give businesses confidence to build here.”
