D9 Councilwoman Calls for Full SAWS Audit Release Before Rate Increase

SAN ANTONIO, TX (August 6, 2026) — District 9 Councilwoman Misty Spears is calling on the San Antonio Water System (SAWS) to immediately release the completed financial and performance audit it committed to providing City Council before asking residents to pay higher utility rates.

SAWS previously informed Council offices that the audit would be completed by June 30. That deadline has passed, and the audit has not been provided.

Councilwoman Spears and several of her colleagues called for the audit before the proposed rate increase was paused.

“San Antonio families deserve transparency before being asked to pay more,” said the District 9 Councilwoman. “City Council and the public need the opportunity to review how ratepayer dollars are being spent before any future rate increase is considered.”

With a rate vote anticipated in October, Councilwoman Spears is pushing SAWS to provide the complete audit and supporting financial information well in advance, giving Council and residents sufficient time to evaluate the utility’s financial position.

“The burden is on SAWS to justify any request for higher rates,” the District 9 Councilwoman added. “Until the audit is released and outstanding financial questions are answered, residents should not be asked to shoulder a rate hike.”
