D10 Councilmember welcomes Zero-Based-Budgeting advancements

SAN ANTONIO (August 16, 2024) – Today in the City of San Antonio’s Governance Committee meeting, the Zero-Based-Budgeting (ZBB) Council Consideration Request (CCR) authored by Councilmember Whyte had its second hearing. The City Manager’s office proposed a plan by which the FY2027 budget will be created with the use of Zero-Based-Budgeting, Outcome-Based Budgeting, and Priority-Based Budgeting. The governance committee unanimously agreed that City staff should present a more robust detailed plan in April of 2025, including funding for an outside consultant to assist the City with this new budgeting method. 

“I’m extremely pleased that our efforts to push the City to better budgeting practices have succeeded,” Councilmember Whyte commented. “Our top priority as a City Council must be to spend taxpayer dollars in a way that most directly improves our citizens’ day-to-day lives. This new approach to budgeting will do that, and I'm thankful to City staff for the work they will do to make this possible.”
