SAN ANTONIO (October 21, 2026) – Today, the Governance Committee advanced Councilman Whyte’s “Shovel Ready SA” Council Consideration Request (CCR), moving the proposal forward to the Economic and Workforce Development Committee for further consideration. The CCR, part of the District 10 Councilman’s Accelerate SA initiative, directs City staff to study the feasibility of a Site Readiness Pilot Program that would identify and prepare a small number of sites with the permitting, utility capacity and infrastructure needed to attract new businesses and investment.

“I appreciate colleagues on the Governance Committee for recognizing that speed matters when businesses are deciding where to locate,” said the District 10 Councilman. “San Antonio should not be losing business opportunities because of delays in permitting and utility connections. We should be preparing for opportunities before they arrive, not scrambling to get a site ready after a business has already made its decision.”

According to the CCR, the proposed pilot would allow the City to take a proactive approach by identifying a small number of strategically located sites and determining what is needed to make them development-ready. The CCR also asks CPS Energy and the San Antonio Water System to coordinate with the City on utility capacity and infrastructure needs for potential candidate sites. Similar programs are already underway in other Texas cities.

“I’m looking forward to continuing this conversation with the Economic and Workforce Development Committee and exploring how we can make San Antonio more competitive for new businesses and investment,” said the District 10 Councilman. “If we can get a relocating business operational here faster than other cities, San Antonio becomes the more attractive destination.”
