D10 Council Consideration Request to Study Shovel-Ready Site Program

SAN ANTONIO (August 20, 2026) – The District 10 Councilman filed a Council Consideration Request (CCR) today asking the City Manager to study the feasibility of a Site Readiness Pilot Program, an approach other Texas cities use to prepare a small number of sites with completed entitlements and infrastructure work before marketing them to businesses.

"Time is money for any business,” Whyte said. “San Antonio isn't losing deals because we're a worse place to do business, but permitting and other infrastructure and utility connection delays are real reasons we lose some of them. This CCR doesn't spend a dollar or buy an acre of land. It asks staff to study whether a small, disciplined pilot program to create shovel-ready sites is feasible and would benefit our city in attracting businesses to choose San Antonio over other locations.”

In the CCR, Whyte pointed to similar programs already running in Temple, Rockwall, and Sugar Land through their local economic development corporations. "Other cities are taking proactive steps to attract companies to their locations," he said. "We need to do the same. San Antonio already does a version of this on a small scale through Port San Antonio and Brooks. This CCR seeks a similar approach – this time citywide. If we can get a relocating business operational here quicker than other cities, we will be the more attractive destination for them."

The CCR also asks CPS Energy and the San Antonio Water System to coordinate with the City on utility capacity and infrastructure needs for any candidate site.

According to the District 10 Councilmember, the proposal has drawn early interest from the local business community, which has flagged entitlement and permitting delays as a recurring barrier to attracting new employers to San Antonio.
