Councilmember Urges San Antonio Water System and Edwards Aquifer Authority to Take a Formal Position on Guajolote Ranch Wastewater Treatment Facility


SAN ANTONIO (September 30, 2025) — Last Friday, on September 26, District 7 Councilmember Marina Alderete Gavito sent a memo to Robert Puente, the CEO of San Antonio Water System (SAWS) and Roland Ruiz, the President and CEO of the Edwards Aquifer Authority, urging each of the organizations to formulate an official stance on the proposed Guajolote Ranch wastewater treatment facility. 

The memo requests that each agency identify their stance on the following: 

  • Potential risks to San Antonio residents’ drinking water
  • Impacts on the Edwards Aquifer Contributing Zone
  • Impacts on the Edwards Aquifer Recharge Zone
  • Benefits and/or alternatives to the proposed wastewater treatment facility

“Residents and local experts have expressed concern over the proposed wastewater treatment facility, citing its potential impact to the Edwards Aquifer and San Antonio’s drinking water supply,” stated the Councilmember. “SAWS and the Edwards Aquifer Authority have not provided a public stance on this issue, despite their relevant expertise. Their positions are vital in assuring that residents, plus City and County elected officials, have adequate information before this comes to a vote.” 

The memo states that SAWS and the Edwards Aquifer Authority provide written notice of their positions on the wastewater treatment facility to City officials by Wednesday, October 10, 2025.
