Councilmember Celebrates Continuation of Expanded CPS Discount Program

The District 7 Councilmember initiated an expansion of eligibility for the program.


SAN ANTONIO (June 4, 2026) – District 7 Councilmember Marina Alderete Gavito celebrates the City Council’s vote today to continue expanded eligibility for CPS Energy’s Affordability Discount Program (ADP).

The District 7 Councilmember worked with CPS Energy to officially expand the program in 2024, increasing the income eligibility limit from 125% to 150% of the Federal Poverty Level.

Under the 125% threshold, a single mother earning $35,000 a year before taxes while raising two children would not have qualified for the program. Under the expanded 150% threshold, she would.

For qualifying residents across San Antonio, the program helps lower monthly electric and gas bills. The expanded eligibility was set to expire, which would have reduced the number of families able to enroll.

Today's action ensures that more San Antonio families can continue to access the program and benefit from it.

"With higher cost of goods, higher gas, and high inflation, some of our most vulnerable residents cannot afford to be removed from this program," the District 7 Councilmember said. "I was proud to initiate the conversation to expand this program in November 2023, and I'm proud to support maintaining this program today."
