City Reconstructs Main Road for Martindale Army Heliport

City of San Antonio Reconstructs Main Road for the Texas Army National Guard’s Martindale Army Heliport
SAN ANTONIO (April 18, 2025) – In response to a Texas National Guard request, the City of San Antonio has completed the reconstruction of a section of Ackerman Road between the IH-10 Frontage Road and the entrance gate of the Texas Army National Guard’s Martindale Army Heliport. This section of Ackerman Road experiences a daily high volume of heavy semi-truck traffic and is the single point of access for personnel working at the Heliport.
The road’s condition rendered it unsafe for vehicles and passengers, and it was in dire need of repair. The project replaced the current surface with one that better supports the facility’s heavy vehicle load, streamlines vehicle flow, and ensures the safety of both vehicles and personnel.
Brigadier General Monie Ulis, Assistant Adjutant General, Texas Army National Guard, stated, “We are grateful for the strong partnership we have with the City of San Antonio and for their support of our important missions. We look forward to continued cooperation with the City on other critically important projects.”
To fund the road repair, the City of San Antonio secured a $643,000 grant from the United States Department of Defense’s (DoD) Defense Community Infrastructure Program (DCIP). The City contributed matching funds in the amount of $275,000. The funds obtained by the DCIP grant will save the City 70% of the total project cost of $919,000. These savings ($643,000) were made available for the City’s Street Maintenance Program.
“As Military City USA, we are committed to providing support to military commanders’ mission needs, to include the Citizen Soldiers of the Army National Guard who call San Antonio home,” said Mayor Ron Nirenberg. “This project will provide tangible, long-term support for both our National Guard and the public who use Ackerman Road.”
DCIP is a Department of Defense (DoD) program administered by the Office of Local Defense Community Cooperation (OLDCC). $100 million of DCIP funding was made available in FY2023 to the entire DoD. San Antonio was only one of 17 applicants that were approved for funding. The City’s Public Works Department, which executed the project, and the Military and Veteran Affairs Departments collaborated on the application’s submission.
“We are grateful for the opportunity to leverage DoD funds to deliver a roadway project that benefits both citizens and personnel who perform important military missions at Martindale Army Heliport,” said the City’s Public Works Director, Razi Hosseini.

Finally, we are honored to be the first recipient of DCIP funds in the San Antonio area.”
