City of San Antonio Announces Closures and Adjusted Operations

SAN ANTONIO (January 20, 2025) — In preparation for continued sub-freezing temperatures, the potential for sleet and ice overnight, and the Winter Storm Warning issued for the area, the City of San Antonio will close some public facilities and adjust non-essential operations on Tuesday, January 21, 2025.

The city urges residents to stay home unless travel is necessary. If you must venture out, exercise caution, especially on potentially icy roadways.

City employees essential to maintaining critical operations, including Police, Fire, Public Works, Animal Care Services Enforcement, 311, and the City’s Homeless Outreach Teams, will be on duty and report to work as scheduled. All non-essential employees with the capability to work remotely will do so.

Facility Closures

  • San Antonio Public Library locations, other than Central Library
  • Pre-K 4 SA Education Centers and Corporate Office, Head Start, and Early Head Start
  • Bitters Brush Site (Wurzbach Parkway)
  • All Bulky Waste drop-off centers (Bitters, Frio City Rd, and Rigsby)
  • Household Hazardous Waste drop-off center (Culebra)
  • Animal Care Services (ACS) shelter
  • San Antonio Municipal Court 
  • All Metro Health clinics and offices
  • Carver Community Cultural Center 
  • Alamodome Offices and Box Office  
  • La Villita and Market Square Administrative Offices 
  • Office of the City Clerk, including Vital Records 
  • Culture Commons Gallery at Plaza de Armas 
  • Centro de Artes Gallery at Market Square 
  • Spanish Governors Palace

Additionally, all City meetings scheduled for January 21, 2025, are canceled.

Service Adjustments

San Antonio International Airport

The winter storm is causing flight delays and cancellations across the United States, impacting many flights at San Antonio International Airport (SAT).

  • As of Monday afternoon, a total of26 flights have been canceled for Monday and 38 for Tuesdayat San Antonio International Airport (SAT).
  • Flight Operations at SAT continue to be monitored by the team to ensure the safety of our travelers. 
  • If travel is necessary, please use caution. Before departing for the airport, passengers should check the status of their flight with their airline or at FlySanAntonio.com

Solid Waste Management

  • Due to the Martin Luther King Jr holiday, all curbside collections are occurring a day later than normal.  Pending weather conditions, collections may occur also occur at a different time.  
    • Regular Monday garbage, recycling, and organics collections move to Tuesday.
    • Regular Tuesday collections moves to Wednesday.
    • Regular Wednesday collections moves to Thursday.
    • Regular Thursday collections moves to Friday.
    • Regular Friday collections moves to Saturday. 

Animal Care Services

  • The Animal Care Services (ACS) shelter will be closed to the public.
    • This includes community partners: San Antonio Pets Alive, Animal Defense League and Spay Neuter Network at the Paul Jolly Center.
  • ACS staff will continue to care for pets on campus.
  • Animal Care Officers will remain on patrol to respond to animal-related emergencies.
  • Animal Care Services enforces a ZERO TOLERANCE POLICY for pet owners that break both City and State law by leaving their pets outside in cold temperatures (below 32°F).
  • Anyone who fails to provide proper, humane shelter or who uses unsuitable tethers for outdoor pets, risk receiving criminal citations from Animal Care Officers. It is also illegal in San Antonio to use a chain as a tether for pets, regardless of the weather.

Resilience Hubs

The City of San Antonio opened designated overnight Resilience Hubs at 6 p.m. on Monday, January 20, to provide residents with a safe, warm place to stay. The resilience hubs will remain open all day on Tuesday. These hubs offer shelter from the cold, basic supplies, power for charging devices, and free Wi-Fi. Residents should bring clothes, supplies, and medicine. Kennels will be available for pets in a separate area. For a map of locations, visit SA.gov/ColdWeather.

Places to Stay Warm

In addition to the overnight resilience hubs, the following locations will be open as Places to Stay Warm during daytime hours on Tuesday, January 21.

  • Central Library – 600 Soledad Street, 8 a.m. - 6 p.m.
  • Walker Ranch Senior Center – 835 West Rhapsody Drive, 8 a.m. - 5 p.m.

VIA passengers may travel fare-free to or from these locations using VIA bus service or VIA Link (within the Link service zones). Riders should alert the bus operator when boarding; VIAtrans passengers should alert the reservation agent when booking a VIAtrans trip.

Unsheltered Neighbors

The City of San Antonio’s Department of Human Services (DHS) is working with community partners to continue to operate temporary overnight shelter space to help neighbors experiencing homelessness. The following locations will be available:

  • City of San Antonio Bode Community Center - 901 Rigsby Ave, 78210
  • Corazon Ministries - 504 Ave E, 78215
  • Communities under the Bridge (CUB) - 724 Chestnut St, 78202
  • Haven for Hope -1 Haven for Hope Way, 78207
  • Sold Out Believers Church -1139 Gembler, 78219 (everyone) and 1802 Guadalupe, 78207 (female only)

The City’s Street Outreach Team and Community Connections Hotline (210-207-1799) are operating 24/7 to support our unhoused neighbors. The hotline offers up-to-date information on warming centers and shelters, and will connect unsheltered neighbors with resources, including shelter transportation and cold weather supplies. DHS will provide transportation to overnight shelters. Animal Care Services has supplied kennels to ensure pets are safely accommodated at the shelters.
