City, Partners Open Latest Affordable Housing Development

Preserve at the Port to offer more than 300 affordable homes, supported by the Affordable Housing Bond.

SAN ANTONIO (September 30, 2025) – The City of San Antonio, in partnership with Brass Development, Franklin Development and the San Antonio Housing Trust, celebrated the grand opening of the historic redevelopment that borders Council District 4 and 5. Preserve at the Port transforms a former Army Air Corps barracks into a modern, community-centered housing development while preserving its cultural significance to San Antonio’s westside. 

“Every San Antonian deserves access to safe, affordable housing. This redevelopment not only preserves a piece of our city’s history but also makes room for our working families, seniors, and young people to build their futures here. Projects like this prove that when we invest in equity, our whole community grows stronger. Together, we are expanding access to affordable homes while creating spaces that strengthen neighborhoods and honor San Antonio’s history,” District 5 Councilmember Terri Castillo said.

The $88.7 million project—supported by $5.5 million in funds from the voter-backed 2022 Affordable Housing Bond, and 100% historic tax credits—delivers 360 homes with deep affordability options, including:

  • 36 homes at 30% AMI
  • 34 homes at 50% AMI
  • 129 homes at 60% AMI
  • 161 homes at 80% AMI

For example, a family of three earning $26,100 or less per year is eligible to live in a 30% AMI unit. More info on who is served through the City’s housing programs can be found at the City’s website

"Access to safe, affordable housing does more than shelter those in need—it empowers our communities. Families with a stable place to call home grow and prosper, rather than being forced into an unsafe or uncertain alternative,” said District 4 City Councilmember Edward Mungia.

Preserve at the Port goes beyond housing to foster a true sense of community. Residents can look forward to hands-on learning experiences through a partnership with the San Antonio Museum of Science and Technology, career pathways and skills training through the Ready to Work initiative, regular food truck nights, and other community events. Families will also enjoy a host of modern amenities—from green spaces and playgrounds to a sparkling pool, picnic and grilling areas, and pet-friendly features. 

“Every project presents its own unique challenges,” said Pete Alanis, Executive Director of San Antonio Housing Trust. “With Preserve at the Port, our development team was faced with incredible barriers that they ultimately overcame with the help of its partners at IBC Bank, the City, and the Housing Trust.  We are incredibly proud of the result which brought back to life 360 homes at this historic property next to Port San Antonio,” said Pedro Alanis, Executive Director of the San Antonio Housing Trust.

Located in San Antonio’s west side near Port San Antonio, the redevelopment provides an infusion of revitalized housing and community programs near jobs, transit and parks.

“Preserve at the Port demonstrates how the Affordable Housing Bond can help preserve our history while creating opportunities for the future. With dedicated units at a range of affordability levels, it ensures that families across income levels can remain rooted in their communities and thrive alongside new investment,” said Neighborhood and Housing Services Director Veronica Garcia. 

The 2022–2027 Affordable Housing Bond has produced more than 5,000 affordable places to live in San Antonio. Current progress includes 2,214 completed units, 1,445 under construction, and 1,343 in pre-development. Financially, the program’s $150 million allocation has committed $129.5 million to achieve the goals outlined in the Strategic Housing Implementation Plan (SHIP).
