City Council Approves $12 Million to Expand Affordable Housing

SAN ANTONIO (June 12, 2025) — Today, the San Antonio City Council approved $12 million in funding to advance two significant affordable housing projects, continuing a commitment to deeply affordable, transit-accessible housing across the city. Funded by the voter-approved 2022 Affordable Housing Bond, the Council’s vote clears the way for the creation and preservation of 368 rental homes, including 161 deeply affordable units for households earning at or below 50% of the Area Median Income (AMI). The funding will support housing developments that include 40-year affordability covenants, on-site resident services, and exist within a quarter-mile proximity to the future Rapid Silver Line. 

“I could not be more proud of my Council colleagues, our partners, and this city for putting people first with this vote,” said Mayor Ron Nirenberg. “By investing in real, brick-and-mortar solutions, San Antonio is cementing its legacy as a city where compassion drives policy—and where affordability is not just a goal, but a promise.”

Once built, the newly approved homes will bring San Antonio’s total progress supported by the 2022 Affordable Housing Bond to over 4,600 affordable homes produced or preserved, including more than 1,100 completed and 2,500 currently under construction. 

Highlights of the Council-approved housing projects: 

  • 368 affordable homes, including 161 deeply affordable homes 
  • 207 family-sized rental units, helping address San Antonio’s growing need for larger homes 
  • Two transit-oriented developments in the urban core
  • Services-focused housing, including case management, job training, and after-school care 
  • Preservation of 48 rental homes, ensuring existing affordable housing remains for decades to come 

Today’s vote also reinforces the Council’s broader vision outlined in the Strategic Housing Implementation Plan (SHIP), emphasizing equity, displacement prevention, sustainability, and high-quality design.

“These projects, like those previously supported by the housing bond, are more than policy decisions. They are strategic investments in San Antonio families and in preserving the long-term affordability of our city,” said Veronica Garcia, Director of Neighborhood and Housing Services. “With the approval of the 2022 Affordable Housing Bond by the voters, and with today’s City Council vote, San Antonio strengthens its commitment to ensuring residents have access to housing they can truly afford.” 

To date, the 2022 Affordable Housing Bond has supported 24 projects, resulting in the production or preservation of more than 4,600 affordable homes across San Antonio. Among these are 4,628 rental homes, 136 homeownership opportunities, and more than 1,500 units deeply affordable to households earning at or below 50% of the Area Median Income. This includes 242 Permanent Supportive Housing units and 1,017 units of public or income-based housing. Collectively, these projects, with public contributions leveraged at roughly $23,000 per unit and private investment contributing over $165,000 per unit, represent nearly $890 million in total housing investments in San Antonio. 

Additional funding awards are expected later this month, furthering the progress of the SHIP 10-year housing goals.
