City Celebrates New Affordable Housing Development on Southwest Side
Leon Creek Flats brings 308 affordable homes near jobs, parks and schools with support from the Affordable Housing Bond.
SAN ANTONIO (May 14, 2026) – The City of San Antonio, San Antonio Housing Trust, Lincoln Avenue Capital and community partners have celebrated the official opening of Leon Creek Flats, cutting the ribbon on a 308-unit affordable rental community at 7515 Holm Road in City Council District 4.
“This is a huge moment for affordable housing in San Antonio and District 4,” said District 4 Councilmember Edward Mungia. “I could not be more proud that this development came to fruition deep in the heart of District 4.”
Leon Creek Flats represents a total investment of $69.4 million, which is supported by $2.52 million from the City's 2022 Affordable Housing Bond and financed through the Low-Income Housing Tax Credits (LIHTC) administered by the Texas Department of Housing and Community Affairs (TDHCA). Of the 308 homes, 47 serve households earning at or below 30% of the Area Median Income (AMI), which is less than $26,650 a year for a family of three. The remaining 261 homes serve households earning at or below 60% AMI, or a family of three earning about $52,200 a year. The development is anchored by a 40-year affordability covenant ensuring the units remain affordable for decades to come.
Families who will call Leon Creek Flats home will have access to a swimming pool, fitness center, dog park, resident garden, and playground, as well as an on-site after-school educational program available at least 15 hours per week.
“Once again, the Affordable Housing Bond has delivered on its promise to build safe and high-quality affordable homes for those who need it in our city,” said Veronica Garcia, Director of Neighborhood and Housing Services Department with the City of San Antonio. “Leon Creek will serve as a haven for hard-working families in the growing Southwest part of the city, near premier parks and jobs.”
About the 2022 Affordable Housing Bond
Approved by San Antonio voters in May 2022, the $150 million Affordable Housing Bond supports the construction, rehabilitation, and preservation of affordable housing across the city. Leon Creek Flats is one of several rental production developments funded through the Affordable Housing Bond.

To date, the 2022 Affordable Housing Bond has supported the production or preservation of more than 5,200 affordable homes across San Antonio near jobs, schools, transit, and services.
