Art Reinhardt Appointed As Public Works Director

SAN ANTONIO (January 7, 2026) – San Antonio City Manager Erik Walsh has appointed Art Reinhardt as the next Director of the Public Works Department, effective January 5, 2026.

Reinhardt joins the City as its first permanent Public Works Director since the department split into two departments in 2025 – Public Works and Capital Delivery. The Public Works Department will focus on street and sidewalk maintenance, right-of-way management, drainage infrastructure, and traffic signs, signals, and pavement markings, allowing the Capital Delivery Department to manage major capital projects. 

Reinhardt has more than 20 years of engineering experience, having served in local government and the private sector. Most recently, he held the role of Bexar County Engineer and Public Works Director. From 2013 to 2020, he worked for the City’s then-named Transportation & Capital Improvements (TCI) Department, rising to the ranks of Interim Deputy Director.

“Since reorganizing last summer, Public Works has been focused on the work residents see every day — street repairs, drainage maintenance, and traffic operations,” said City Manager Erik Walsh. “After a national search, I’m confident Art Reinhardt has the experience and judgment to lead the department and deliver critical projects on time and within budget, while strengthening how we communicate with residents and project partners.”

Reinhardt joined Bexar County as its Public Works Director in January 2024. From 2020 to 2024, he was the Local Business Lead for the San Antonio region of national engineering firm WSP USA Inc. During his time with TCI, he oversaw the Storm Water Division and Transportation Planning & Operations Division.

“It is a great honor for me to return to the City of San Antonio and continue my career of public service,” said Art Reinhardt. “I have fond memories working for a previous iteration of the Public Works Department and look forward to getting to work to better serve the people of San Antonio. Residents interact with City streets, sidewalks, drainage, and traffic infrastructure every day, and together as a staff we will ensure it makes a positive impression.”

Reinhardt holds a Bachelor of Science in Civil Engineering from the University of Texas at Austin.

Major General (Ret.) Juan Ayala, Interim Public Works Director, will resume his duties as Military and Veteran Affairs Director in January 2026.
