$45.8 Million in ARPA State and Local Fiscal Recovery Funds (SLFRF)

NOTE: This program is in Phase II of the City's two-phased strategy.

On February 3, 2022, the City Council allocated this funding for infrastructure, which is detailed below.

Capital Projects - $32 Million

Morgan's Wonderland

Morgan's Wonderland - $15 Million

Morgan’s Wonderland is a theme park that welcomes everyone. The park was built to provide and create an atmosphere of inclusion for those with and without disabilities. At this park, children and adults with special needs have access to facilities that allow them to enjoy outdoor recreation. The park encourages visitors to gain a greater understanding of one another.

This investment provides support for park improvements, to include:

  • Construction of a pediatric care center
  • Multi-Assistance Center
  • An inclusive 4D theater experience attraction
  • Other park amenities and enhancements
Educare San Antonio - $7 Million

This investment provides support for the design and construction of a state-of-art facility for the care of children. The site will serve infants, toddlers, preschool-aged students, and kindergarten-aged students. The site will also include wrap-around services.

Texas Biomedical Research Institute - $10 Million

This investment provides support for campus infrastructure improvements. These improvements include the construction and operation of a new, integrated, site-wide electrical network and back-up power system.

Streets and Bridges- $13.8 Million

Street Maintenance Program - $10 Million

The City of San Antonio has a 4,190-centerline mile network of streets. 457 miles (11%) of San Antonio streets are considered failed streets (F-streets). An F-street is a street exhibiting deteriorated pavement. These failed streets require extensive rehabilitation of the roadway. This investment provided support to reconstruct F-streets citywide. Funds were distributed across the City based on the percentage of F-streets by Council District.
